Form of Government: The Village of Bald Head Island has a Council/Manager form of government. The Village Council establishes the village’s policies. The Council is made up of five (5) members, four (4) councilors, and a mayor. Go to the Village Council Members page for a list of the current Mayor and Council members and their contact information.
Meetings: The Village Council typically meets at 10:00 a.m. on the third Friday of each month. The Council conducts its meetings at the Department of Public Safety Building in the Multipurpose Room (located at 273 Edward Teach Extension). Term of Office & Duties: The Mayor and Council members serve four-year terms. The Council elects one of its members as Mayor Pro Tempore to perform the duties of the Mayor during the Mayor’s absence or disability, in accordance with general law. The Mayor is the official head of the Village government and presides at meetings of the Council. The Mayor has the right to vote on all matters before the Council, but shall not have the power to vote again in instances where there is an equal division on a question, and exercises the powers and duties conferred by law or as directed by the Council.
Elections: Regular municipal elections are held in each odd-numbered year in accordance with the uniform municipal election laws of North Carolina. Elections shall be conducted on a nonpartisan basis and the results determined using the nonpartisan plurality method as provided in G.S. 163A-1616.
At the regular municipal election held in 2021, and every four years thereafter, the Mayor and two Councilmembers shall be elected to four-year terms. At the regular municipal election to be held in 2023, and every four years thereafter, two Councilmembers shall be elected to four-year terms. Notwithstanding the foregoing, vacancies in elective offices shall be filled as provided in G.S. 160A-63.
