Background:

Darcy Sperry joined the Village on August 25, 2021.  Ms. Sperry came to us from Graham, North Carolina where she began her municipal career in 2011 as their Zoning Enforcement Officer.  In 2015 she was promoted to the position of City Clerk.

Ms. Sperry received her Bachelor of Science in Business Administration from the State University of New York College at Oswego.  She obtained her North Carolina Zoning Official Certification in April 2013 and is a member of the North Carolina Association of Municipal Clerks.

Village Role:

Under the direct supervision of the Village Manager, the Village Clerk maintains all Village contracts, vital records, prepares agendas, packets, and minutes for each meeting, certifying and recording of proclamations, resolutions, and ordinance codification when passed by the Council, processes confidential information regularly, maintains custody of the Village seal and maintains Notary Public qualifications. The Clerk is responsible for posting meeting schedules and legal notices for Committees, Boards and Council as required by North Carolina State Statutes. The Clerk provides administrative support to the Elected Officials, Department Heads, Citizens and Visitors, assorted Boards, Committees and Task Forces, coordinates arrangements for receptions, retreats, and other functions. The Clerk typically is/becomes Certified North Carolina Municipal Clerk through the UNC School of Government and continues that certification through continuing education courses offered across the State.

The Clerk serves as part of the Emergency Operations Team during an emergency in an effort to keep Council, Staff, and Citizens aware of the current status of the Island and to maintain adherence to statutorily required notices, meetings, and minutes.
