Fire and EMS Public Safety Captain: $79,333 – $85,283 salary commensurate on qualifications, experience, and certifications. 

The Village of Bald Head Island is seeking a highly qualified and motivated individual to be a part of the command staff in the Public Safety Department.  This is a great opportunity for someone who is looking for a position to make a difference. You will be working on Bald Head Island, which is a unique barrier island at the southeasternmost point of the NC coast in Brunswick County. The Village provides numerous services to the residents, businesses, and visitors on the island. These include water, sewer, public works, and building inspections.  In addition, the Village provides unique services such as postal services, and public safety which combines police, fire, and paramedic level care within one department.  

How we will know you are a great fit:  Has the ability to lead and manage the Fire and EMS division within the Public Safety Department with a high level of emotional intelligence to ensure interactions with all stakeholders are positive and productive. Lead and participate in developing and communicating departmental mission, vision, and goals. As a Captain you will partner with the LEO Captain to ensure continuity and consistency in managing the platoon teams. Work involves exercising independent judgment during emergency scene operations, effectively managing personnel, and assuring equipment is available and functioning properly. This employee will have frequent public contact that requires considerable tact and discretion. This employee is subject to the usual hazards of fire suppression work. Work is evaluated through observation, a review of documentation of operational effectiveness, and discussion. Work is performed independently and under the direct supervision of the Public Safety Director.   

Essential Duties and Tasks:  
– Performs administrative work as it pertains to human resources. Records personnel information and keeps records up to date and accurate. Responsible for departmental scheduling and assists in preparing bi-weekly attendance sheets for payroll purposes.   
– Oversees daily operations of the Fire and EMS division including, but not limited to training and various rescue readiness.  
– Coordinates with LEO Captain to ensure continuity and consistency in managing the shifts.  
– Resolves employee conflicts and promotes effective teamwork.  
– Performs administrative work as it pertains to Fire and EMS. Accurately maintains and files records, reports, and inventory on fire equipment, fire incidents, apparatus, supplies.  
– Provides monthly written reports to the Public Safety Director on all fire incidents and activities in the department.  
– Assists in development of departmental policies and procedures, including strategic planning.   
– Responsible for assisting the Public Safety Director in preparing and overseeing the department’s annual budget.  
– Assists with the department’s promotional process and assessment evaluations, including performance coaching needs.  
– Coordinate with Brunswick County Medical Director on EMS responsibilities, including EMS billing.  
– Coordinates with Public Works Superintendent of Facilities on building management.   
– Oversees Fire Management and related software application and coordinate continuing education and enhancement training, certifications training, and training records.  
– The Fire and EMS Captain shall be knowledgeable with the general application of management principles and theory.  
– The Fire and EMS Captain shall demonstrate an understanding of basic management skills including planning, staffing, organizing, motivating, and evaluating.  
– Supervises and coordinates all training modules for the Public Safety Volunteers.  
– Performs other related duties and activities deemed by the Public Safety Director.

Minimum requirements: Graduation from college with a degree in fire science, emergency management, supplemented by courses in water rescue, EMS and related training and three to five years supervisory experience including in Public Safety or EMS/Fire or equivalent combination of education and experience.  

Special requirements: Possession of a valid class B NCDL, Firefighter Certification, Paramedic Certification (National Registry or NC), NIMS 100, 200, 300, 400, 700 & 800 certificates, Hazmat Certification, Fire Chiefs 101, and Fire Instructor II Certification.  

Physical requirements: Must be able to physically perform the basic life functions, perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects. Must possess visual acuity to size up the color, volume, and extent of a fire involvement at fire scenes, to operate heavy fire apparatus and other machinery in emergency and non-emergency situations, and to prepare detailed records and reports. Must possess the visual acuity to operate a vehicle and distinguish details and differences when observing people, places, or things.

Job Title: Full time Shipping/Postal Clerk

The Village of Bald Head Island is accepting applications for a Full-time Shipping/Postal Clerk for the Island Package Center (IPC). Looking for a customer service-oriented person, to provide postal and packaging services to the public. Sort mail, affix postage, weigh boxes, help customers bring boxes to golf carts, unload, and re-stock deliveries in storage room. Previous customer service experience stocking or shipping preferred.  Must have a valid Driver’s License, pass a pre-employment drug test, and criminal background check. 

Starting Hourly Rate & Work Schedule:  $21.24 with a 5% increase after a 6-month probationary period. Work schedule is 40 hours per week, Monday through Friday with rotating shifts on Saturdays.

Job Title: Full time Wastewater and Drinking Water Plant Operator

Salary Range: $48,703 – $51,138, based on experience and qualifications. This is a non-exempt position paid hourly and eligible to receive overtime pay for hours worked over 40 per week. This position will work in a facility that is both well water and wastewater treatment.

Applicant must be able to perform a variety of technical, operational and maintenance duties. Including but not limited to, treatment of domestic wastewater and treatment of well water. Monitor the operation of the plants through observation, mechanical readings, and results of standard chemical and biological tests, make necessary adjustments in the process as conditions or test results dictate. Substantial record keeping of work activities. Check wells including pumps, readings and performing maintenance, pull samples, analyze samples, and make any necessary adjustments to maintain compliance. Perform various laboratory chemical and biological tests for diagnostic purposes, pull samples, package samples for lab analysis, review results and submit to state and federal agencies. Perform various maintenance on plant equipment, wells, water and sewer pumps and lift stations.

Subject to hazards associated with wastewater and plant operations including working both inside and outside environments in extreme weather. May be required to wear respirators when working around chlorine tanks. Work is subject to OSHA on blood borne pathogens. Employee will be required to perform stand-by and call back rotations.

Graduation from high school supplemented by course work in chemistry or biology and some experience in the operation and maintenance of a water and wastewater treatment plant, or an equivalent combination of education and experience.

Special Requirements: Ability to obtain Grade C well water treatment operator certification and obtain Grade 1 wastewater treatment plant operator certification within 12 months of hire. Successful completion of the probationary period requires possession of the certifications.

Public Safety Officer ~ Looking for a great work life balance? Working on Bald Head Island as a Public Safety Officer you will work 1 day on 3 days off. Our PSO’s are responsible for performing work in the areas of fire suppression, law enforcement, emergency medical and water rescue services to protect the lives and property of the Village and residents and visitors of Bald Head Island.  

Respond to emergency calls performing as an emergency medical responder, fire suppression, fire education and law enforcement duties.  When dealing with the public must possess good communication skills, the ability to be tactful and decisive and maintain confidentiality in all interactions.  

Minimum Requirements: HS graduation or equivalent supplemented by training courses in law enforcement, firefighting and or emergency management and experience working as a law enforcement officer, firefighter, or emergency medical responder; or equivalent combination of education and experience.  

Special Requirements: To be fully qualified as a PSO and before assignment to sworn duties, must have completed at least the minimum requirements established by the NC Justice Training and Standards Commission for certified law enforcement officers. Must also complete Firefighter Certification and EMT Basic certifications.  Must be willing to attend paid training to attain required certifications. Special requirements: valid Class B NCDL is required within 6 months of employment. 

Physical requirements: must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or 50 pounds of force frequently and /or up to 20 pounds of force constantly to move objects.  Must possess the visual acuity to operate a vehicle and distinguish details and differences when observing people, places, or things. 

Compensation Package: Starting Salary: $53,695 – $56,380 based on experience, qualifications, and certifications. Employee medical, dental and vision insurance is paid 100%, tuition assistance up to $3,000 annually, 14 paid holidays, annual longevity checks.
