Village Council Regular Meeting
The Village Council conducted its last regular meeting on Friday, November 21, 2025.
Below are a few of the actions taken:
- Council recontinued the public hearing on a proposed amendment to the budget ordinance fee schedule, ICE fees. Last month, the Village Council continued the hearing to this meeting, and now it’s been recontinued until the December 12 Council meeting, so staff can continue to work with Councilor Thomas and Mr. Cowdry on the amendment to incentivize users to operate smaller and/or electric commercial vehicles.
- Council called a public hearing for December 12 on a proposed text amendment to correct a discrepancy in the Commercial Design Standards and the Zoning Ordinance regarding the building height limit in the Muscadine Corridor.
- Council directed staff to update the proposed amendments to the ordinance on yard debris pick up and bring them to the December 12 Council meeting. Council provided feedback on the proposed dimension of the debris piles and how, oftentimes, several property owners on one street will pile debris on one lot.

New Golf Cart Registration Renewal System for 2026
This Monday (11/24), Islanders received an announcement regarding the Village’s new golf cart registration renewal system. Golf cart owners should expect to receive a letter and registration invitation in the mail over the next few weeks. Village staff is taking questions and answering them on the Questions & Answers section at the bottom of the Golf Cart/Electric Vehicle Registration webpage. As with any new system, there will be some expected delays and adjustments that may need to be made. The Village is aware, and reasonable accommodation will be made before any enforcement occurs. Celebrating Thanksgiving Safely
According to the National Fire Protection Association (NFPA), Thanksgiving is the peak day for home cooking fires, with more than three times the daily average for such incidents. In 2023, an estimated 1,446 home cooking fires were reported to U.S. fire departments, reflecting 388% of the daily average.
The Department of Public Safety would like to offer some tips to make sure this Thanksgiving is a safe event for everyone:
- Stay in the kitchen when food is cooked so you can keep an eye on it. Whether you are frying, grilling, or broiling food. If you must leave, turn off the stove.
- Stay in the home when cooking your turkey and check on it frequently.
- When your other food is simmering, baking, roasting, or boiling, check it regularly and use a timer.
- Keep anything that can catch fire (oven mitts, wooden utensils, food packaging, towels, or curtains) away from the stovetop.
- If a small grease fire starts, smother it by sliding a lid over the pan and turning off the burner. Leave the pan covered until it fully cools.
- Establish a “kid-free zone” which keeps kids at least 3 feet away from the stove and anywhere hot food, liquids (like gravy), and drinks are being prepared. Keep knives out of the reach of children. Be sure electric cords from an electric knife, coffee maker, plate warmer, or mixer are not dangling off the counter within easy reach of a child.
- Keep matches and utility lighters out of the reach of children — up high in a locked cabinet. Never leave children alone in rooms with a lit candle.
- Keep the floor clear so you don’t trip over kids, toys, pocketbooks, or bags.
- Make sure your smoke alarms are working. Test them by pushing the test button. All homes built on Bald Head Island after 2008 are required to have a monitored smoke detection system. Make sure yours is functioning. More info HERE.
Tree Maintenance on Main Roads
Last week (11/17), Public Works started routine tree maintenance along the Village’s main roads. This is expected to take several weeks. Crews started on North Bald Head Wynd (NBHW) at Muscadine Wynd and are headed toward the ferry landing. They are about halfway to the end of NBHW, and when they reach the end, they will switch to the other side of the road and head east. They are expected to continue on other main roads (Muscadine, Stede Bonnet, Federal) and then make their way down secondary roads. Islanders should expect detours. Paving Project
This year’s paving project is scheduled for December 16 through 18, 2025. However, if the weather does not cooperate, the project will have to be pushed back to the first part of spring.

- Muscadine / S Bald Heady Wynd – 3” Mill & Pave – 1,500 SY
- S Bald Head Wynd 4” Asphalt Wedging – 150 SY
- Edward Teach Wynd Ext – 3” Mill & Pave – 110 SY (2 areas)
- Tanbark Ct. 2” Mill & Pave – 573 SY
- Tanbark Ct.: Concrete Header Curb Replacement – 35 LF
- Tanbark Ct: 4″ Concrete Sidewalk Replacement – 140 SF
Annual Change Back to Chloramines from Chlorine
Village Utilities started transitioning its primary disinfectant back to chloramines from chlorine on November 18. Brunswick County Public Utilities changed its disinfection method back to chloramines on November 7. It may take two to three weeks for your drinking water to transition from free chlorine to combined chlorine. Consumers may experience a brief period when there may be a noticeable change in the taste or smell of the water. This is a normal part of the process, and water is safe to use.

Fall Hazardous Waste Drop-Off Event
The first scheduled hazardous waste drop-off event took place on November 20 and 21, 2025, and went very smoothly. If you missed this one, the Village will be scheduling the next one for spring 2026. As soon as the spring dates are finalized, they will be posted on our Hazardous Waste webpage HERE and added to the Village’s Trash & Vegetation Pick Up Calendar and Village Calendar. If you cannot be on the island during the designated drop-off dates, it is suggested that you use your property manager or a trusted neighbor who has already been designated to handle maintenance and post-storm activities on your property.

Thanksgiving Holiday
Village offices will be closed this week on Thursday, November 27, and Friday, November 28, for the Thanksgiving holiday. This includes the Island Package Center & Post Office and Public Safety administration. Please call 911 if you need a Public Safety Officer to come to you.
Bald Head Island Transportation, Inc. released a Thanksgiving ferry schedule, which can be viewed HERE.

Golf Cart Parade
The Annual Christmas Golf Cart Parade will take place this Friday, November 28, with participating carts lining up at 3:30 p.m. at the Shoals Club and the parade getting underway at 4:00 p.m. Carts will be traveling on S Bald Head Wynd to the BHI Club. The Village’s Department of Public Safety vehicles are expected to be a part of the procession, with Santa Claus in tow! All proceeds benefit Brunswick Family Assistance. More details HERE.
Community Tree Lighting
All are invited to attend the Christmas Tree Lighting that will take place this Saturday, November 29, at 5:00 p.m. at Jailhouse Provisions (251 Edward Teach Ext). The lighting is at 5:30 p.m. Come enjoy carols, treats, and holiday cheer. Bring an ornament to place on the tree.
Next Village Council Meeting
The next regular Village Council Meeting is on Friday, December 12, 2025, at 10:00 a.m. The agenda will be posted HERE. Zoom information to listen in remotely can be found HERE. This is the Council’s organizational meeting and will open with the current Council members who will address the Old Business on the agenda, then the new members will be sworn-in to address New Business items, which will include selection of the Mayor Pro Tem, appointment of a delegate and alternate to the Cape Fear Council of Governments, adoption of the Council’s rules of procedure, and the Council’s regular meeting schedule.

2025 IPC/PO Holiday Schedule
Thanksgiving Holiday – The IPC/PO will be closed on Thursday, November 27th, and Friday, November 28th, 2025, for the Thanksgiving holiday. USPS mail will be put up on Saturday, November 29th, 2025.
Christmas Holiday – The IPC/PO will be open for extended hours on Tuesday, December 23, 2025, and will open at 10:00 a.m. and close at 6:00 p.m. The IPC/PO will be closed on Wednesday, December 24th, and Thursday, December 25th. Although the Village offices will remain closed on Friday, December 26th, the IPC/PO will be open from 10 a.m. to 3 p.m. that day. We recommend that if you are having items shipped to the island for this holiday that you place your orders by December 9 or earlier to give sufficient time to make it to the island.
